AFT-NH Legislative Update May 23, 2010
In this issue: State Budget Retirement Para Educator HB 1411 State Budget
The House and Senate reached a written agreement this week that lays out the process to address the estimated $300 million deficit in the state budget. There will be one conference committee but two different budget reduction bills that the conferees will consider at the same time, SB 450 and HB 1128. Both these bills take different approaches (gambling v. budget cuts/tax increases), and the conferees will start with what each bill has in common. They also have a deadline of June 2 nd to have a final version.
The first meeting has been scheduled for Monday, May 24 th at 10 am in room 2010.
At this point, AFT-NH has been successful in preventing any amendment that would increase the employees' retirement contribution by 2%. However, there is still a long way to go, and we must stay vigilant on this.
However, there are still many sections of these two bills which would downshift costs to local communities. AFT-NH feels it is inappropriate to support these sections at a time when communities can least afford this downshifting of costs.
Things will be moving very quickly at the State House in the next week, and it will be very important to watch for updates and take action when asked. Working together, AFT-NH voices are being heard, but we much keep speaking up!
RETIREMENT
The House concurred with the Senate on SB 504-FN. This bill extends for one year the effective date for the implementation of the retirement system employer assessments for excess benefits. This bill now moves on to Governor Lynch.
I ask that you call Governor Lynch at 271-2121 or email him by clicking here and ask that he sign this bill . Remind him that:
AFT-NH supported the recommendation to change the date, and ultimately we would like and will advocate for this section to be repealed in order to go back to the original way pensions were determined. Keep in mind that this one-year extension is a small step in the right direction.
PARA EDUCATORS—HB 1411
When calling Governor Lynch, also remind him in deciding to sign or not to sign HB 1411 (which would require that the notice of the decision against rehiring be provided to educational support personnel) that AFT-NH understands that the intent of this bill will in no way override what has been collectively bargained at the local level.
Lastly, it is very important to talk to your colleagues and encourage them to sign up for the AFT-NH “GET-ACTIVE” program so that they will receive updates on legislation and be prepared to take action by contacting legislators. The ability of our members to take action will be critically important as we fend off efforts to reduce our retirement benefits.
